The planned order quantity is defined by the lot sizing procedure. Which one are you using?
Also, if you have only one requirement for the entire month, system will generally create only one planned order to cover it. If you are planning your material agains PIRs, I suggest you to run MD67 to split the PIRs, before the MRP execution.
Another possibility is to define a "takt time" for your material and a maximum or fixed lot sizing.
