When the event handler processed in SAP EM, it goes to several rule activities.
First, It goes to Multitask EH Update Activities rule activities and next Rule Sets activity.
If you look at Rule Sets -> Rules under Reactions to Event Messages in SAP EM system– The event handler process in rule sequence, which you maintained here and same thing it will display in log.
So, check the rule sequence which you maintained for both EH update and rules sets then amend based on your requirement.
